THey were also able to breed with Imperials and quite a few imperials claim to have Tsacsei decent. Many of the lore books from eso also quote them as having boots(which means they have feet). The Tsaescis seen in both oblivion and eso are clearly humanoid with legs but are fully armored making it impossible to see their face. Even if they are Snakes people they ae definintly bipedial humanoids. There is a good handfull of evidence of them being humans.
